Things are 100 times worse than you think. If medical examiners can be bribed/threatened to falsely report unnatural deaths as natural, and if law enforcement can be bribed/threatened not to seriously investigate, you can guarantee it's rampant.

Maybe the solution is a rule change for the city council. Add a rule where officers are required to issue a $20 citation before they expel someone for disruption. That would probably keep things calmer and let people challenge expulsions.

Disruptions really don't rise to the level of misdemeanors, IMHO, and this would be a more appropriate penalty.
