This year bumper state harvest around 9.5lakh MT vs Normal 5-6Lakh MT. Export freeze: India makes 70% of world mango pulp. Iran war driven freight spikes & stalled order left processors sitting on unsold stocks & refuse to buy from farmers. Policy gap Vs Neighbours: Karnataka & Andra ran Centered backed price support of ₹4/ per kg. Tamilnadu Mango farmer got no equivalent floor price. GST distortion on mango pulp is taxed at 12% against 5% industry seeks. Margin squeezes on pulp industry and they pass the price burden to farmers. What is happening on ground? 1. Due to no buyers from mango farmer in Krishnagiri, Dharmapuri, Salem, Theni, Vellore, they are abandoning the mangoes on roadsides. 2. In Tripartite meeting in recent pulp unit agreed to buy at ₹12/kg. But after harvest volume arrived bought at ₹3-₹5 per kg. Reason for distress: 1. Buyer monopoly on captive variety 2. Export collapse 3. Domestic demand shift 4. GST distortion on mango pulp What neighbouring state did during crisis? 1. Karnataka government intervened & fix floor price for mango farmer 2. Andra Pradesh fixed floor price for mango farmer & 130Cr intervention from central fund. 3. Tamilnadu government missed it. 4. Other neighbour state curbs on mangoes from Tamilnadu but TN allowed mangoes from other state makes distress on mango farmer in TN Recommended action for TN government 1. Activate state market intervention payment for Totapuri pulp grade with state floor price. These cost should share with central government under PDPS/MIS as Karnataka & Andra done for their farmers. 2. Open state backed procurement through nodal agencies (TN cooperative/ TANFINET) to buy directly from farmers breaking the monopoly pulp industries. 3. Enforce Tripartite price agreement for current season & publish offered price daily at mandi to deter post harvest price walk- backs from farmer. 4. Fund local value addition - pulp/concentrate IQF units owned by FPOs & cold storage - so Growers are not forced to dump the harvest 5. My recommendation: 1. Fix procurement: clear current 140Cr due to farmer immediately. Guarantee on time fat/SNF -Linked payments. Rebuilds supply, cuts bought-fat cost, wins farmers. 2. Transparent, Targeted subsidy: Move the subsidy onto am explicit budget line; pay it to cardholders via DBT/card-linkage rather than a blanket counter price 3. Cross Subsidise from premium: Use margin on ghee, curd, ice cream & full cream packs to internally fund the affordable hero SKU. 4.
