If, say, you have four districts with 100K voters, each with a 50/50 split, and then you draw a Democratic district like that, making it a powerhouse "safe" district with 80% Dems, that means the other three can now be 60/40 GOP/Dems, 3 to 1 "safe" districts in favor of the GOP.
