UPDATE: 2 years ago, Asa Luo, now 10, was paralyzed from the neck down after being hit by stray bullet on I-580 in Oakland. For Halloween, he got custom Mario Kart costume that fits his wheelchair, thx to @oaklandpoliceca officer working w/@MagicWheelchair. 5:40,6:45 p.m. @KTVU
