It's right for lawmakers to insist that repeat offenders be punished more than first-timers, but this was already the case. First, Iowa had a 3-year mandatory minimum on the third strike before this 7-year one. Second, Iowa already had offense-specific repeat enhancements. 4/5

This bill was named after Carla Walker, a Fort Worth native, whose case went cold for 46 years. Thanks to forensic genetic genealogy, her murderer was caught, tried, & convicted in 2021.
