Face it. You have a new Recorder and new employees who think they know what they are doing—but they don’t. You’re new to all of this too. The Turning Point folks who are embedded in @RecordersOffice are not giving Heap good advice. You should listen to your board colleagues.

Removing equipment, not to mention ballots, from the workroom where an election was being conducted was unthinkable with previous administrations. Employees, administrators and volunteers took every precaution to not raise suspicions of tampering.

Maricopa Watchdogs retweeted
NEW: I've obtained video clips of the March 12 incident in which Maricopa County Recorder's Office employees allegedly took a scanner from MCTEC. One appears to be Chief Information Officer Bryan Colby, the other is blurred. See a clip below. Background: votebeat.org/arizona/2026/06…

A woman from Tempe expresses her alarm over Justin Heap and his inability to work with the BOS. She wants him to resign and if he doesn’t then the Board should remove him. But he is an elected official and cannot be “removed.” Voters could recall him though.

Former legislator Juan Mendez speaks about the controversy with Justin Heap and wonders why Heap continues to make false statements. He urges the BOS to stand against Heap’s threats and intimidation.

This fellow loooks ready to fight. He also speaks in favor of the board and urges them to stand up against the recorder’s office.

Surprise! A woman speaks on behalf of the board and the effectiveness of election operations.

More public comment on elections… a man makes comments on the ongoing election integrity issues and then suddenly yells that “2020 is not over!” And laughs maniacally.
22
Lori Sheppard, one of the public members who engage in the coordinated harassment of the BOS, asks a procedural question and gets shut down quickly.

A public commenter brings up the litigation between the BOS and @RecordersOffice but @KateMcGeeAZ shuts her down since it doesn’t pertain to the agenda item.
32
Ms. Garza, a regular gadfly to the BOS, asks about a homeless encampment nearby and if the BOS is going to monitor the homeless people urinating and defecating on public property. @DebbieLesko attempts to respond. Sigh. Why bother?

Here is Sam Stone. Our canine opinion is that he “stirs the pot” and gives bad advice to his boss, much like he did with Sal DiCiccio at the City of Phoenix.
Sam Stone, the chief of staff for Recorder Justin Heap, uses work time to blast out drivel about Democrats, Muslims and more. phoenixnewtimes.com/news/mar…

Here is a good summary of the current board conflict with @RecordersOffice
The meat of this statement: @azjustinheap IT director took a piece of election equipment from MCTEC during the Tempe jurisdictional elections and put it in a personal vehicle. He also left with several provisional ballots. Heap maintains the equipment belongs to his office and has the purchase order numbers. He returned it 50 minutes later, along with the ballots, but the board says it created "grave chain-of-custody concerns." The elections department replaced the scanner.

The agenda is very long. We are waiting to hear if there will be discussion regarding the ongoing disagreements between the BOS and @RecordersOffice . The audience is primed for comments. @KateMcGeeAZ reads the usual rules of conduct…

The Board of Supes begins its meeting — @DebbieLesko introduces her pastor and shares with the audience that her husband likes the pastor’s sermons and “went back to church.” A group or women prayed that Mr Lesko would be saved for 5 years.!

Now @DebbieLesko makes final comments and calls for the vote. She reiterates that the vote today is for a determination of whether the project is compatible with Luke Air Force Base. She believes it is. She supports the project.
29
We hear from @MarkStewart_AZ for the first time. He mentions Intel in his district and how Chandler works with that company. He asks Bull if Baccara will commit to best practices in water use and discharge. Bull says there are preliminary discussions on using non potable water.
40
Judging by the leading questions @KateMcGeeAZ is asking staff, the WatchDogs thinks the BOS will vote in favor of Baccara. But we will know soon enough. We hope they are close to a vote.

The Baccara project is a $10 billion investment in buildings and equipment resulting in $208 million municipal tax revenues over 10 years. 330 permanent jobs, 5,500 construction jobs 565 other jobs via indirect interaction with Baccara
