While I use a MacBook when travelling, I've used a Linux box as my main dev machine for most of the past decade :). You're right that the "PDF on the Linux desktop" experience is lagging behind, though.

ISO 32004, a proposed extension to PDF 2.0 that defines a mechanism for integrity protection in encrypted #pdf documents, reached the DTS stage of the standards development process a few months ago.

Note: this post is a (rather opinionated) summary of the context in which ISO 32004 came to be, and when it is/isn't useful. It's not a replacement for the actual spec---which isn't even out yet ;).
.@FIDOAlliance's executive director just informed me that individual participation in the standard is not possible, meaning the feedback we have collected from Webauthn RS (as an RP library) is not able to be provided to the WG. I'm very disappointed in this.
