2 Centralized system is inevitable opacity. Decentralized mutual aid system is more transparent, auditable and equity.

3 Centralized system has single points of failure issue if the operation team is fail to operate. Decentralized mutual aid system will not crash because one or two persons issue, and is more reliable.
