I was just looking at statistics for the number of degrees conferred by field over time. From 2006-2017, the number of bachelor's degrees awarded in English in the United States decreased by 25%. The number of doctoral degrees awarded increased by 7.4%.

So much yes. And I would add: even if you don't expect publishing but do expect self-reflective, research-based excellence in teaching (which benefits everyone throughout the entire university ecosystem).
If you expect teaching faculty to publish scholarship of teaching and learning (SoTL) articles you need to allow them time to read articles, collect the data, analyze it, write, and follow up. Educational research is research. It takes time and resources.
