Police say it was "riotous behavior" that led to the arrests.
Officers claim that 2 teenage boys "refused to comply and were subsequently escorted from the park area... requiring physical restraint to ensure safety."
Incident occurred at the Edwardsville Pierogi Festival at John J. Hopkins Memorial Park in Luzerne County, Pennsylvania.
