**Iran did not start enriching uranium above ~3.67% immediately after the May 8, 2018 JCPOA withdrawal.**
They maintained compliance for over a year while pressing Europe for sanctions relief and attempting to keep the deal alive (despite U.S. "maximum pressure").
- May 2019: Iran announced phased "remedial" steps to reduce compliance.
- July 1, 2019: Exceeded the 300 kg low-enriched uranium stockpile limit (IAEA confirmed).
- July 7-8, 2019: Announced and began enriching to ~4.5% (IAEA verified shortly after).
This was calibrated escalation after diplomacy with the E3 failed to deliver meaningful relief—not an instant breach.
