Jim McVay was my friend and colleague for over twenty years. He was a man of integrity and character, and he was a pain in the ass in just the right way. Jim and I comforted each other through family drama; he guided me through a slippery legal issue
And he did it for free; as State Referee Administrator Jim earned a salary of $0.00 for tens of hours of work each week. Few people truly understand how indebted we are to Jim.
Saturday, my dad, Wayne Wilson, was inducted into the NE State Soccer Hall of Fame for Lifetime Achievement as a Referee. His work led to the Nebraska Referee Development Program we know today. I had the honor of delivering his acceptance speech on his behalf. I am proud of him.
Wayne contributed to Nebraska soccer as a referee, instructor, assessor, assignor, State Referee Administrator, coach, and fan. He participated in thousands of matches and directly impacted tens of thousands of referees, players, and coaches.
The correct answer here is that play should be restarted with a direct free kick for the foul. The foul occurred before the offside infraction, and there was no advantage to the attacking team for play to continue.

The NFHS Soccer rules test opens with a question about a situation that almost certainly has never happened in the history of soccer. Ugh. This is not how to assess referee knowledge, nor is it an effective way to ensure referees are prepared for the demands of the season.
Consider if the referee had moved to a location marked in the pic 1. When the pass was made he would have been near an X marked in pic 2. Completely out of the way with a full view of the action and space to run through to get into position for the next phase of play! 15/x
