Tier 1 comes first. It is THE priority if you want to see improvements in: Achievement Scores Growth Learning Morale Behaviors Don't pour time, money or resources into 2 & 3 until you KNOW that 1 is what it needs to be. It is 1, then 2 and 3 for a reason after all.
