ممنوع منع بات ان تغلق اي شارع دون ان يكون له بديل عل الاطلاق هناك من يحصل عنده حاله طارئه مريض متوفي حالة ولاده لاي سبب مهما كان صغير او كبير لا يجوز اغلاق اي شارع دون بديل - ومن يغلق الطريق يجب ان يسجن ويتبهدل ويدع غرامات هائله لاي متضرر هل هذا مفهوم ؟
