Today, I wish to update all UHC workers and the public on the progress made toward resolving the long-standing challenges affecting Universal Health Coverage (UHC) staff across our counties. I am pleased to note that Ksh 8.6 billion has been allocated through the County Additional Allocation framework specifically to address the concerns of UHC workers. This funding is expected to clear salary arrears and other pending obligations that have caused uncertainty and hardship for many healthcare workers. This is a significant step towards providing a lasting solution. Going forward, allocations can continue to be provided either through County Additional Allocations or through the Division of Revenue process to ensure that counties have the resources needed to meet their obligations to UHC staff. With this support now available, county governments should move decisively towards the permanent employment and absorption of UHC workers into the county payroll. Our healthcare workers have served Kenyans diligently and deserve job security, dignity, and fair treatment. I remain committed to supporting policies and legislation that strengthen our healthcare system and protect the welfare of the men and women who serve on the frontline every day. Today, at state house Nairobi, the president assented to the Division of Revenue Bill, 2026, which provides for the sharing of nationally raised revenue between the National Government and County Governments for the 2026/27 Financial Year in accordance with our current Constitution. The Bill allocates KSh428 billion to County Governments, representing an increase of KShs13 billion, which is 15% increase, over the KSh415 billion allocated in the 2025/26 Financial Year. The equitable share allocated to County Governments exceeds the constitutional minimum threshold of 15 per cent, reaffirming our commitment to strengthening devolution and enhancing service delivery across the country. The legislation also provides KShs10.25 billion for the Equalisation Fund, reflecting an increase of 0.5% and underscoring the Government’s resolve to promote equitable development and address regional disparities. The allocations have been well structured to safeguard fiscal sustainability while supporting National development priorities in light of rising expenditure pressures within the fiscal framework, including increased obligations under consolidated fund services. #YouthAndWomenAdvocate #MamaNairobi #MamaMutindaπŸ’―πŸ‡°πŸ‡ͺ

Today, I had the privilege of attending the Nairobi County Clergy Breakfast Meeting held at All Saints Cathedral in Nairobi County. The meeting brought together clergy leaders for a time of prayer, reflection and fellowship, with a shared commitment to promoting unity, peace and good governance within Nairobi County and across our nation. The prayers offered underscored the important role of faith leaders in fostering moral leadership, social cohesion and national development. I am deeply humbled and honored that during the breakfast meeting, the clergy took the opportunity to endorse and express their support for my candidature for the position of Nairobi County Women Representative in the upcoming General Elections. I sincerely thank the clergy for their prayers, confidence and encouragement. Today, we successfully concluded deliberations on the Division of Revenue Bill and agreed to allocate KSh 428 billion to county governments. This marks a significant milestone in strengthening devolution and ensuring that resources reach the grassroots for the benefit of our people. The process has not been easy. It has taken us seven sittings, extensive consultations, and constructive engagement to arrive at this consensus. The agreement reflects our collective commitment to balancing national priorities while safeguarding the interests of counties. As these funds are released, we urge Governors and county administrations to prioritize development projects and efficient service delivery. The people of Kenya expect tangible improvements in healthcare, roads, water, agriculture, education support, and other essential services. Every shilling allocated must translate into meaningful impact in the lives of wananchi. As Parliament, we shall continue to diligently execute our oversight role to ensure public resources are utilized prudently, transparently, and for the intended purposes. Our commitment remains to protect the interests of taxpayers and to ensure that devolution delivers on its promise of bringing services closer to the people.
