VPNs/IP — My Halfpennyworth:
The App Store may change with VPN, but will likely default to the home country, i.e., safeguarding, while showing the correct App Store region (but, of course, masking the user's IP address)—for it to show the USA, while in the UK, the VPN Regional Settings would almost certainly be changed manually.
However, regardless, while the App Store may indicate a conceivable VPN, the region, i.e., 'Account based in...', data is cross-checked by X to where the user registered, i.e., where linked to (registered profile settings), and in theory at least, one would need to have been in the USA when the account was created.
Factors:
X can detect when an account is routed through a proxy (VPN, third-party). Proxy GPS settings may show a true location, but still mask one's IP address.
The App Store data is an additional measure, i.e., used by X for authenticity and historical checks, but is not necessarily linked to where the account is based (created). Although it may be tied to a billing address, if/where applicable.
A VPN may be used to download the X App from a specific US App Store, which may lead to a historical discrepancy (mismatch), which may in turn trigger an X VPN warning.
Using X via a browser, e.g., on a laptop, as I do, is typically more effective at safeguarding one's true location.
Google AI is not reliable, and information, i.e., Account based in... vs App Store location(s), may differ, depending on how a question is phrased.
