Yes, no surprise, UNHCR rarely did anything for Palestinian refugees even outside UNRWA areas of operation (which does not include Egypt) except to resettle & relocate some refugees following their expulsion from Libya in 1995/1996 and a few individual cases 1/2
Well we now have it on record! Lots of implications for UNHCR's protection mandate, the so-called 'universal' right to seek asylum & the responsibilities of states that are party to the UN Refugee Convention.
