***Homicide Suspect Arrested*** On June 10, 2026, Mr. Brooks contacted LRPD and stated that he wished to surrender on his outstanding warrant. Members of LRPD took Mr. Brooks into custody without incident. He was transported to the NLR Justice Center for an interview with NLRPD detectives. Following the interview, Mr. Brooks was charged with one count of Capital Murder in connection with the shooting death of Arron Gilliam. Mr. Brooks has been transported to the Pulaski County Regional Detention Facility, where he is currently being held without bond. #NLRPD

Update on Homicide Investigation On June 8, 2026, a homicide occurred at 2600 John Ashley Drive (Jefferson Manor Apartments). Detectives have identified Cecil Brooks Jr. as a suspect in this case. On March 31, 2026, Travis Hubbert, 44-year-old from NLR, was arrested for Capital Murder and Possession of Firearms by Certain Person in reference to the homicide that occurred in the 1400 block of North Magnolia Street on March 6, 2026. Mr. Hubbert was arrested by North Little Rock Police with the assistance of the United States Marshals Service Eastern District of Arkansas Fugitive Task Force, and the Department of Corrections Probation and Parole. He is currently being held at the Pulaski County Regional Detention Facility without bond. #NLRPD

*NLRPD Investigating Early Morning Homicide* On March 6, 2026, at approximately 12:45 a.m., Officers with NLRPD responded to the 1400 block of N. Magnolia St. in reference to a report of a subject suffering from a gunshot wound. Upon arrival, officers located an adult male inside a residence, suffering from at least one gunshot wound. The victim was pronounced dead at the scene. Detectives were notified and responded to the scene to initiate a homicide investigation. Detectives are currently processing evidence and conducting interviews. The name of the deceased is not being released at this time pending the notification of the next of kin. **Homicide Case Information** On March 3, 2026, at approximately 6:28 a.m., officers with NLRPD responded to 2401 Lakeview Road (Foothills Apartments) in reference to a report of gunshots fired in the area. Upon arrival, officers located 47-year-old Russell Taylor, of NLR, inside an apartment suffering from at least one gunshot wound. He was pronounced dead at the scene. The suspect, who has been identified as 41-year-old Courtney Taylor of NLR, was located at the scene and taken into police custody without incident. Officers learned that the victim and suspect were brothers. Detectives were notified and responded to the scene to initiate a homicide investigation. Following an interview with detectives, Courtney Taylor was charged with: • One count of Capital Murder • One count of Possession of firearms by certain persons • One count of Possession of schedule II (cocaine) with the purpose to deliver • One count of Possession of schedule II (Oxycodone) with the purpose to deliver • One count of Possession of schedule II (Hydrocodone) with the purpose to deliver • One count of Possession of schedule VI with the purpose to deliver Courtney Taylor has been transported to the PCRDF and is currently being held without bond.
