It’s a good article @Dannythefink but the plan doesn’t have to add up (does any politician’s?) to be good policy because it could still constrain the state, incrementally grow the economy and increase revenue (relative to a statically scored budget) w/o 100% paying for itself.

You could reframe it in another way too: supply side tax cuts are an ‘investment’ (a concept politicians have devalued!) in growing the size of the economy relative to the state. Even if the economy and state grow at the same rate you are in effect constraining the state.
