The biggest distinction between Black Cat/ DD and Gambit is "mirroring" vs "countering"
In High Elo, when you see Black Cat, you COUNTER more than you mirror => As a strategist for example, you pick White Fox.
But your team isn't forced to have a Black Cat as well, or force a hero pick to play with one. It would help of course because she's strong in the current patch, but it's not a must.
In Gambit's case, you're more or less forced to MIRROR if the enemy team has a gambit with rogue, starlord and sometimes Loki.
If you don't mirror, then they will overwhelm you offensively with every Gambit Ult.

Since someone asked, Rocket will explain why Gambit is permabanned in Celestial
Gambit is essentially a forced match hero. Meaning unless your team matches a Gambit, your chances of winning are considerably lower.
If a Gambit is open, the entire team roster more or less revolve around him (Rogue, Starlord, Loki, Mag, Phoenix etc...)
It's also the same reason why Devil Dino is banned!
Players don't like to be forced to play a certain comp just because of one hero!

Rocket also noticed this in prerelease ^^'
He's a very front heavy hero with really decent medium range damage, not to mention an ult that can kill through support ults with Amplifier / Gambit Ult.
His Ricochet range is actually pretty insane for catching low health runaways, and the swap between left click and his right click (beam) feels pretty fluid.
Not to mention having insane escaping/ repositioning abilities.
In a coordinated team, his ult could single handedly change the tide of teamfights.
It's important to understand that Early Access doesn't show the full potential of a hero until it hits live!

Just in case some people don't know
When you throw Daggers on CnD, they act like a small aoe healing around the target you throw daggers at, even at enemies.
Let's say your cohealer is dead and your abilities are on cooldowns, you can stand close to a tank and just throw daggers at them to heal yourself :D
It also works against divers like daredevil, if you stand close to the enemy, they will take dagger damage while healing you as well!
