Today I had the privilege of addressing the graduates of Class 65 of the Inter-American Defense College @iadcid and celebrating their achievements alongside President Geoffrey Bostic of Barbados, a distinguished alumnus of the College who delivered this year’s commencement address. The Inter-American Defense College, the academic entity of the Inter-American Defense Board, an independently operating entity of the Organization of American States, plays a unique role in bringing together military officers, diplomats, police leaders, and civilian officials from across the hemisphere to learn from one another and build lasting networks of trust and cooperation. As these graduates embark on the next chapter of their careers, I encourage them to lead with integrity, humility, and a commitment to democracy, security, human rights, development, and the rule of law. Congratulations to Class 65, and best wishes for success in service to your nations and our shared hemisphere.

Development, democracy, security, and human rights are not separate agendas; they are mutually reinforcing. To address the complex challenges facing our Hemisphere, we must work across pillars, break down institutional silos, and strengthen collaboration within the @OAS_official, the Inter-American System, and with global partners. I have asked the Executive Secretariat of the Inter-American Council for Integral @OAS_Development #CIDI to develop a more holistic strategic approach to the development agenda of the Americas. While the OAS is not a major development agency, it has the convening power to mobilize political will, partnerships, and resources around shared priorities. Our objective is clear: to help build just, free, fair, and equal societies with opportunities for all, and to advance a more peaceful and prosperous Hemisphere. At today's meeting, I welcomed Ambassador @IsabelleValois6 as the new Executive Secretary and thanked Chair Edison Lanza of Uruguay for his leadership, particularly in highlighting energy as a critical issue for the Hemisphere's development and prosperity. I look forward to working with member states as we advance this vision together.

I had a productive working meeting with Venezuelan leader María Corina Machado @MariaCorinaYA to discuss the most recent developments and next steps in Venezuela. We highlighted the important role that the @OAS_official and its member states can play in advancing the current transition process. Venezuela is a priority for the region and for my administration. The upcoming 56th #OASassembly in Panama will provide a new opportunity for member states to assess how best to support Venezuela at this critical juncture. The OAS stands ready to assist through electoral cooperation and observation, reconciliation initiatives, justice reform, security support, and other efforts where the institution holds strategic comparative advantages. Ultimately, our efforts should prioritize the well-being of all Venezuelans.

Today at the @OAS_official we commemorated Argentina’s National Day together with Ambassador Carlos Cherniak, Permanent Representative of Argentina to the OAS, his team, the diplomatic corps at the OAS, and many Argentine friends and colleagues. It was also a wonderful opportunity to celebrate Argentina’s commitment to multilateralism in general, and to the OAS in particular. The event, organized by @ARGenOEA, featured an exhibition of 15 works from our Museum of the Americas @AMAMuseum by Argentine artists Emilio Pettoruti, Ernesto Deira, Aída Carballo, and Antonio Berni, reaffirming the power of art as a bridge between Argentina, the OAS, and the Americas.

Today, we welcomed the participants of the first edition of #OASBootcamp at the House of the Americas—individuals from across the region who are committed to the values of multilateralism and democracy. At a time when societies are facing new challenges, developing new leaders is essential to building stronger and more resilient democracies. Today’s challenges require renewed capacities to engage in dialogue, negotiate, and collaborate among governments, the private sector, and civil society. Along this path, the role of citizens is essential: they are key actors in promoting new forms of cooperation, open innovation, and consensus-building that can respond to increasingly demanding social needs. At the Organization of American States, through @EscuelaOEA, we reaffirm the importance of strengthening the skills needed to build partnerships, manage crises, and influence public decision-making with responsibility and a collective vision. Cybersecurity Incident Response Teams (CSIRTs) are the first line of defense for our States in cyberspace. Their work in preventing, detecting, and responding to cyber incidents strengthens the resilience of our institutions and protects essential services for our citizens. Through #CSIRTAmericas, the Organization of American States @OAS_official has helped expand and strengthen these capabilities across the hemisphere by promoting the creation and consolidation of national teams, information sharing, and technical cooperation among member states. This growth reflects the Americas’ shared commitment to greater digital security. Cyber threats know no borders. Our response should not be constrained by them either. Cooperation remains our most effective tool for building a safer, more resilient hemisphere that is better prepared for the challenges of the digital environment. I congratulate the Dominican Republic for hosting #STICDOMINICANA 2026 and the Inter-American Committee against Terrorism (CICTE) @OEA_CICTE for bringing together the #CSIRTAmericas community in this important forum for cooperation.

During the 35th Session of the UN Commission on Crime Prevention and Criminal Justice #CCPCJ35, @OAS_Seguridad participated in the side event "Strengthening Justice Systems and Workforce to Reduce Drug-Related Crime." This event was organized by Bosnia and Herzegovina, alongside global partners including @UNODC, the International Society of Substance Use Professionals @issupnet, and Treatment Alternatives for Stronger Communities TASC-Chicago. Uniting @OAS_official efforts, Antonio Lomba, Chief of the Institutional Strengthening Unit at @CICAD_OAS and Cristian Taboada, Chief of the Security and Justice Section at @OEA_SegPublica contributed to this discussion. The session highlighted key strategies to drive transformative changes, including: ✅ Exploring coordinated, evidence-informed, and recovery-oriented approaches. ✅ Strengthening rehabilitation and integration to reduce reoffending. ✅ Preventing youth involvement in criminal networks to build safer, healthier communities.
