The law absolutely does not “cheat” Republican voters. Whether it’s a good law or not is a different matter — it’s one of those issues that seems to have two very valid sides.

The law is part of the "National Popular Vote Insterstate Compact" and it awards ALL Virgina's electoral votes to the winner of the popular vote (which is usually a Democrat.)
