Seriously, if the trump admin pursues a punishment tactic, all the blue states, ESPECIALLY CALIFORNIA, should withhold their federal taxes and use them in-state to cover the lack of federal support. I don’t care if “that’s illegal”, withholding federal support is also “illegal”.
