Jonathan Ross was deployed in Iraq, he had proper training for use of force and rules of engagement. He didn't follow them and shoot an unarmed woman, probably because he wanted to.

Years ago I harped on how rural areas don't get the messaging they need to vote for their interests. They still don't and maybe we should try and fix that.
