Animal shelter vice president here. Please follow @PAWSPendletonOR . Some people are cruel, some people are desperate and hope someone will pick the animal up and give it a good home. 2.7 million pets missed spay/neuter during COVID lockdowns, so there are MILLIONS of extra pets right now. We must help people access spay/neuter. It's a national crisis.
