By law, your request to fill out a provisional ballot *cannot* be denied. Your provisional ballot will only be counted if your original ballot is not counted.
Don't leave it to chance! Make sure your vote counts!
Kudos to @KateHuangpu13 and @SpotlightPA for a thorough explanation of the precanvassing issue — including the legal definition: preparing mail ballots and actually "counting, computing, and tallying" the votes on them.

Early precanvassing shouldn't include scanning (ie counting, computing, and tallying) the votes.
That means that early precanvassing bills should redefine "precanvassing" to exclude those steps.
That would put Pa. in line with the majority of US states.
Right now, none do that.
