It's a 100% probability both, stretched to thin for CC2, an lack of sales making it a un priority it to Bandai. Cc2 recently expanded massively but also they had like 10 new products in development, they are more than likely under water, a dlc expansion for a game that underperformed ain't top priority with Demon Slayer 2 out in 2 months

lol ya need to stop blaming Bandai all the time did ya ever consider maybe devs just don’t have the man power or the time for developing these games ? Look at Sega they published Demon Slayer 1 & it was still missing stuff, it falls on the devs & yes also the publisher
