Il y a exactement 100 ans, le 10 juin 1926, à Paris, Aristide Briand et Constantin Diamandy signaient le Traité d'amitié entre la France et la Roumanie. Les deux pays s'engageaient alors à se donner mutuellement "de nouveaux gages de paix, d'entente et d'amitié"- convaincus, comme l'écrit le texte, "du devoir des Gouvernements modernes d'éviter le retour des guerres". Un siècle plus tard, ces mots n'ont rien perdu de leur force. Ils résonnent même avec une actualité que leurs signataires n'auraient pas souhaitée. La paix en Europe n'est pas un acquis, c'est un engagement qu'il faut renouveler chaque jour. La France et la Roumanie le font ensemble: au sein de l'Union européenne, sur le flanc oriental de l'OTAN, où les soldats français sont déployés sur le sol roumain, et à travers notre Partenariat stratégique. We strongly condemn the terror attack that took place on Sunday in Kochav Yair, in central Israel. Romania stands in solidarity with the family of the victim and wishes speedy recovery to those injured. Salutăm desfășurarea cu succes a alegerilor parlamentare din Armenia din 7 iunie, într-un climat democratic competitiv și la capătul unei campanii electorale care a permis dezbateri ample cu privire la cursul de dezvoltare al țării. Acest lucru este cu atât mai relevant cu cât Armenia a fost supusă unor campanii străine intense de manipulare informațională și influențare. Acest fenomen a devenit, în ultimii ani, o realitate comună tuturor proceselor electorale, iar efectul apărării cu succes a proceselor și instituțiilor democratice are semnificație nu doar în țara respectivă, ci la nivel regional. Rezultatul scrutinului din Armenia reflectă maturitatea unei democrații tinere, dar vibrante. Cetățenii armeni și-au exprimat clar opțiunea pentru pace, stabilitate, prosperitate și pentru continuarea parcursului strategic de apropiere de Europa. Prezența la vot de aproape 59% reconfirmă angajamentul civic profund al societății armene, precum și sprijinul popular pentru agenda de reforme și integrare regională. În acest context de reconfirmare a stabilității instituționale, adresăm felicitări Prim-ministrului @NikolPashinyan pentru victoria obținută în alegeri și exprimăm deschiderea deplină pentru consolidarea relațiilor dintre România și Armenia, pe multiple planuri. De altfel, această disponibilitate a fost afirmată repetat de ministrul afacerilor externe, @oana_toiu, în cadrul întrevederilor avute cu omologul său armean @AraratMirzoyan . România este profund interesată de pacea, securitatea și stabilitatea în Caucazul de Sud, astfel încât să poată fi pus deplin în valoare potențialul impresionant al acestei regiuni. Sprijinim toate eforturile dedicate ajungerii la acest deziderat, în cadrul relațiilor bilaterale cu statele regiunii, precum și în calitate de stat membru al Uniunii Europene.

Romania follows with grave concern the recent flare-ups in the Middle East, which pose serious risks to regional stability. We urge all parties involved to honor their commitments to the ceasefire and to take concrete steps toward de-escalation. Romania’s position remains firm and consistent: lasting peace can only be achieved through genuine diplomatic engagement and credible negotiations.

It was a pleasure meeting my German counterpart Johann Wadephul @AussenMinDE at the UN Security Council in New York. I thanked him for Germany’s solidarity in face of the recent reckless Russian drone incident in Galați, România. We discussed the security developments in Europe and the Middle East. We shared opinions on the importance and high relevance of the UN Security Council in defending peace and security and upholding international law.

I was pleased to meet again with the Secretary of Foreign Affairs of the Republic of the Philippines, Maria Theresa P. Lazaro (@SecLazaro), at the United Nations. We recalled the ministerial meeting we co-hosted last autumn, dedicated to strengthening cooperation for a safe and stable maritime domain. We agreed that the maritime dimension remains a crucial issue for global security and the world economy. To this end, we decided to launch preparations for the co-organization, together with other interested states, of the second edition of this ministerial meeting in September 2026, on the margins of the UN General Assembly. The meeting will also address the issue of maritime security in the Black Sea region. We also discussed the prospect of our country's accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC), as well as Romania’s support for a future enhanced partnership between the European Union and the Republic of the Philippines.

Hope is so important for all of us, but to keep the hope for peace strong we need to be clear on what is stopping peace. I just had a phone call with my Ukrainian counterpart and friend @andrii_sybiha. He briefed me on the situation on the ground, cowardly bombings claimed the lives of at least 18 people and injured 111 others, including children. I condemned Russia’s appalling large-scale attacks against Ukraine last night. As Romania stated yesterday at the United Nations Security Council, the deliberate targeting of civilians and civilian infrastructure constitutes textbook war crimes and represents a blatant violation of international law and the Charter of the United Nations. Russia’s brutal war of aggression is a war of choice by Moscow that continues to inflict immense suffering on innocent people. This is also the spirit of the special OSCE session we convened today in Vienna at the joint request of Bucharest 9 and Baltic 8 countries where we reiterated our collective condemnation of Russia’s years long breaches of international law and the need to move towards peace.

The voice of United States at UN today was very strong and principled. Great meeting with Ambassador Mike Waltz @USAmbUN permanent representative and our teams as we discussed the security implications of the recent reckless Russian drone incident in Romania. Our strategic partnership 🇷🇴🇺🇸 is a trust based relationship that advances a meaningful transatlantic dialogue on challenges to effective multilateralism.

Excellent discussion with Annalena Baerbock, President of the UN General Assembly @UN_PGA. Briefed her on the drone incident and the UN SC emergency session at Romania’s request. We are sharing concerns about the escalatory risks that stem from repeated breaches of international law and UN Charter provisions. Equally, we see a critical role for UN and various regional formats in promoting maritime security. Romania’s Black Sea role is putting our efforts in a privileged position. In NY for the UN SC emergency session requested by Romania held and in depth dialogue with the UN SecGen António Guterres @antonioguterres. We share a view on the security impact and perception of the Russian drone incident in Romania. We discussed the implications of such breaches of international law and of the UN Charter provisions regardless where they happen. I mentioned Romania’s conviction, commitment and action in support of the international rules based order that underpins peace and security. We exchanged on issues of concern regarding both Russia’s war of aggression against Ukraine and the situation in the Gulf area

For the first time, the United Nations Security Council is convening at Romania’s explicit request on an issue that directly concerns our country. I will present the flagrant violations of international law and the risks arising from these repeated actions by the Russian Federation. Romania seeks to draw the international community’s attention to the serious consequences of the repeated violations of Romanian and European airspace and to the need for increased diplomatic pressure to ensure respect for international law and the protection of regional security. Together with our partners at the United Nations, Romania continues to advocate for an immediate ceasefire and for a just and lasting peace in Ukraine. The threat issued by the Russian MFA through a press release and social media posts represents a serious and irresponsible escalation. It is a threat which, carried out, would represent a war crime against the Ukrainian people, with severe consequences under international law. The Ambassador of the Russian Federation to Bucharest was summoned to the Romanian MFA in regards this topic. During the meeting, the Romanian side reiterated that no press release or social media post suspends the legal obligations of the Russian Federation, including those concerning compliance with international law. We will not be intimidated. We maintain our diplomatic presence in Ukraine and in Kyiv. Ukraine has the legitimate and inalienable right to sovereignty and freedom in full security.

Romania strongly condemns the massive, unjustified missile and drone attack launched last night against Ukraine. This brutal act of aggression deliberately targeted civilian infrastructure and residential areas, causing tragic loss of life. Russia also used missiles that are inherently imprecise in an indiscriminate attack in urban areas. The attacks damaged UN and diplomatic buildings in Kyiv in a clear disregard of Russia’s legal obligations. Such deliberate strikes represent yet another flagrant violation of international humanitarian law and must stop immediately. This amounts to state terrorism and shall be treated accordingly. Romania expresses its deepest solidarity with the Ukrainian people and extends heartfelt condolences to the families of the victims. Together with our international partners, we remain firmly committed to supporting Ukraine's sovereignty, defense, and long-term resilience and to hold those guilty of such atrocities accountable for their acts.
