For what it's worth, I don't think this was some plot by the Ravens. Both the Ravens (Ryan Grant) and the Raiders (Rodger Saffold) have changed their mind about free-agent signings in the past because of failed physicals. espn.com/nfl/story/_/id/4816…

While there has been intense backlash at the Ravens for backing out of the Maxx Crosby trade, there's really no recourse to the Raiders or the NFL:
Even when trades are official, they often have conditions that are negotiated, including a player reporting to a new club and passing a physical by a certain date. The result of a physical is at the discretion of the new club’s doctor.

Do you realize how good 70% completion is IN GAMES? Not practice… GAMES!!!
7 of every 10 complete… not including good D, missed throws, dropped passes, batted balls, throw aways, missed protections!!!
Unless you are throwing a bunch of screens… completing 70% of passes is insane!
I could argue I was most accurate passer in NFL History (just let me have my moment)… and I NEVER completed above 68% for a season!

You don’t seem to account for 1.) the defense or 2.) KS having a hand in PICKING those QBs.
The trend is down despite multiple seasons of top 5~10 defensive play. Also, it was coaching malpractice to allow one-armed Baker to waste a Brown’s season & nearly ruin his career.
