Transparency in Government Act of 2026

Purpose: Absolute transparency in all federal government operations. Citizens have unrestricted access to every word, dollar, and action. Sole exception: real-time troop movements during a constitutionally declared war. Violations are treason.
Preamble
The United States belongs to its people. Sovereignty rests with the citizens. Secret government betrays the people’s right to know and hold their government accountable. Only real-time troop movements in a war constitutionally declared by Congress may be temporarily withheld.
Section 1: Short Title
“Transparency in Government Act of 2026”
Section 2: Definitions
- “Government” — all federal branches, agencies, employees, contractors.
- “Troop movements” — only real-time positioning or deployment of forces during a constitutionally declared war that would immediately endanger personnel if revealed.
- All other information must be public.
Section 3: Prohibition on Secrecy
No federal entity or officer may classify, withhold, redact, alter, or destroy any information except real-time troop movements during a constitutionally declared war.
Exception ends immediately after movement completes or war ends; full disclosure required within 24 hours.
No other exceptions exist for any reason.
Section 4: Right to Know
Every citizen has absolute right to:
- Every official word spoken or written.
- Every dollar spent or obligated, with full detail.
- All policies, decisions, and actions.
All information must be published in real time on a single public searchable platform. Historical records released within one year.
Section 5: Violations as Treason
Any unauthorized withholding, classification, alteration, or destruction of information is treason against the United States.
Punishable under Article III, Section 3 and 18 U.S.C. § 2381: death, or imprisonment ≥5 years, fine ≥$10,000,000, and permanent bar from federal office.
Conviction requires two witnesses to the same overt act or confession in open court.
Citizens may sue for enforcement. Independent citizen Oversight Commission investigates and refers for prosecution.
Section 6: Repeals and Supremacy
Repeals all conflicting laws (FOIA, Espionage Act, National Security Act, classification orders).
No future law may weaken this Act except by constitutional amendment.
Section 7: Effective Date
Immediate upon enactment.
This Act is proposed by the people to force total openness in government. It eliminates secrecy loopholes and treats any attempt to hide information from citizens as the serious constitutional crime of treason.
