We help the #GoC develop policy and programs that are more robust and resilient in the face of disruptive change. Our foresight work explores shifts, their impacts, and plausible futures—we don’t provide policy recommendations or advice.
As the Government of Canada's centre of excellence in foresight, we developed a blueprint for growing future-oriented mindsets. Check out our competencies framework for foresight practice.

ALT The image shows the Policy Horizons Canada competencies framework for foresight practice. The framework image consists of two elements: a radial diagram displaying four concentric circles of increasingly larger size, to the left, and a rectangular box, to the right.
Each circle of the radial diagram represents a level of proficiency. The smallest circle in the middle represents the novice, the next largest circle represents the apprentice, the second largest circle represents the practitioner, and the outermost circle represents the expert. The concentric circles are divided into ten segments representing the following ten competencies (clockwise from the top right-hand side): Information collection & analysis; synthesis & sense-making; design; storytelling; facilitation; collaboration; systems thinking; meta-cognitive; futures thinking; and understanding how government works.
The rectangular box contains the legend for reading the competency groupings displayed within the diagram.
