What sad news. Stuart and I were pals before he joined the ministry, and it was great to find him again as Chaplain at @UofGlasgow. A man with his feet on the ground but his eye on heaven. RIP.
So sad to learn of the death of Stuart McQuarrie. We first met during his @UofGlasgow Chaplain days when I was on the board of @GUUnion and we recently sat on the @SAMHtweets board of trustees together until last year. A funny,passionate and caring man. He will be missed.

Say one thing one week, do the opposite the next. No Verity in this House. “Fully funded” means adding between £150-250m to govt grants to councils. Where from? A freeze can only be enforced by severe cuts to the grants of any council that dares plan to put tax up. Will he do so?
Legal but totally contrary to Verity House Agreement and good governance. Essentially saying to lg, freeze council tax and we’ll partially make up difference in grant (which Scot Govt has been cutting grant for years now).
