Well stated. It should be ensured for the armed forces- soldiers , sailors , air warriors including Non & Junior commissioned Officers. A fair equivalence is Much needed for effective functioning.
Armed Forces must prepare for OPERATION 8 PAY COMMISSION just like OP SINDOOR.
The 4th PC had appproved a running Basic pay scale for 2/lt to Brig comprising running scale 2300 to 5100 Rank Pay 200 to 1200 Capt to Brig .
This was because the three Chiefs were on one wavelength and firm .
At that time class1 civil service starting was 2200 /- ( for2/ Lt it was 2300) and at Joint Secretary level the fixed basic was 5900/- ( for Brig it was 6300/- ).
The Babudom struck under the belt while transfering the old BASIC to new BASIC of 4th PC as aproved by the Govt .
The Defence Finance first deducted the Rank Pay from existing total Basic Pay as existing on 01 Jan 1986 and then fixing the new Basic Pay as per the new PC .
So a Brig's Basic of 6300( 5100 1200) got fixed at 5500 ( 4300 1200) .
It took one Major Dhanapalan to fight them out after more than 12 years long battle starting from Kerala HC and finishing in New Delhi SC in 2010.
By that time 6th PC was already on wef 01 Jan 2006 ....CGDA had a tough time reworking things with SC breathing down their neck .
Though most Anamolies of 5th and 6thPC got removed after a tough battle , a few major ones still continue unresolved .
So for 8th PC , Forces must prepare to intercept all "incomings " and guard against any internal KILL SWITCH too.
Pay Commission works out the PACKAGE and recommends to the Govt . So Forces must prepare their case well and present it to the PC.
Cabinet will consider the final PC report .
CDS as Chairman COSC must give recommendations on PC final report , directly to the cabinet .
Once Cabinet gives Its decision , the Department of Military Affairs must ensure that Defence Finance implements the same UNCHANGED .
