Last night, Russia launched another massive missile and drone attack on Ukraine, with Kyiv as the main target. Several people, both civilians and first responders, were killed in the attack. I had a call with my Ukrainian counterpart @andrii_sybiha that informed me on the situation. My condolences to their relatives and loved ones. Another 25 people were injured, including two children. Damage and destruction affected not only residential buildings but also several sites of cultural heritage - the Dormition Cathedral of the Kyiv-Pechersk Lavra, the roof of the Arsenal Art Museum, and the Alexander Dovzhenko Film Studio. This particularly callous and brutal attack against a UNESCO protected monastery and a sacred place of Orthodox Christianity shows how hollow Putin’s claims is that Russia is the defender of traditional, Christian values. History has taught us that human life and universal human values hold little importance for imperialist Russia. Such acts of senseless and indiscriminate violence are not only flagrant breaches of international law but also a sign of desperation for Russia in its ill conceived and ill fated war of aggression. This months has seen the most murderous bombardments against Ukrainian civilians since the beginning of Russia’s war. Failing in its military action Russia kills civilians and destroys patrimony. During my discussion with Andrii Sybiha we covered the adoption of the 21st sanction package against Russia that the EU started to prepare. The objective is to have it adopted at the FAC in July. Reinforcing the sanctions framework is considerably relevant in the current circumstances. It’s the only response possible in the face of outrageous escalation by RU of the large-scale attacks against civilians and infrastructure in UA, the recent security incidents in Member States, including Romania. Considering Russia’s refusal to engage in meaningful peace talk despite committed efforts by US and the EU it is necessary to show utmost solidarity with the aggressed party.

Romania welcomes the agreement reached between the United States and Iran and commends the complex diplomatic efforts that contributed to this outcome. The US commitment, along mediation efforts and the support of regional partners was essential in producing a comprehensive agreement. It will take all sides to abide by the terms to foster long term de-escalation. This way the agreement may contribute to a more stable Middle East, and create the conditions for a comprehensive, verifiable and lasting resolution of the Iranian nuclear issue. The reopening of the Strait of Hormuz remains a key priority, and we look forward to the safe and timely resumption of maritime traffic and commercial shipping through this vital waterway. We remain committed to supporting efforts aimed at creating a stable environment in the Middle East in lockstep with our US and European partners.

Romania follows with grave concern the recent flare-ups in the Middle East, which pose serious risks to regional stability. We urge all parties involved to honor their commitments to the ceasefire and to take concrete steps toward de-escalation. Romania’s position remains firm and consistent: lasting peace can only be achieved through genuine diplomatic engagement and credible negotiations.

The drone explosion in the port of Constanța shows that Russia’s war is increasingly spilling over into EU territory. I spoke with Foreign Minister @oana_toiu about today's developments and expressed the EU’s full solidarity with Romania. The ultimate responsibility for what happened rests squarely with Russia. As President Zelenskyy told Putin in an open letter yesterday: Moscow can stop this war any day. Next week, EU Defence Ministers will discuss how to further ramp up our support for Ukraine and increase the EU’s own defence readiness.

Thank you for your message of solidarity! This major incident, the second in a week, is - as you rightly mentioned - the direct consequence of Russia’s illegal war against our neighbour. We will continue to work closely with Allies and partners to protect our citizens, our security and our national interests. We remain committed to support Ukraine defend itself.

Solidaritate cu România! One week after a drone crashed into an apartment building in Galați, a maritime drone today reached the port of Constanța. This is a direct consequence of Russia’s war against Ukraine. It is increasingly becoming a direct threat to countries on our Eastern border. Our solidarity with every Member State exposed to these threats is absolute. And our response must match the urgency. Europe is investing massively in anti-drone capabilities, air defence and early warning systems. SAFE will help build a stronger Romania. And a stronger Europe.

În drum spre Muntenegru, am fost informat despre explozia unei drone marine în Portul Constanța. Forțele de ordine și structurile de securitate au acționat prompt și au evacuat preventiv zona înainte de explozie, iar până în prezent nu sunt indicii că ar fi existat victime. Prioritatea a fost și rămâne protejarea vieților omenești și securitatea infrastructurii portuare. Sunt în curs de analiză circumstanțele în care drona a ajuns în port și eventualele riscuri suplimentare, iar autoritățile direct responsabile vor comunica pe măsură ce ancheta avansează. Acesta este al doilea incident de securitate semnificativ din această săptămână pe litoralul românesc, după descoperirea unei mine marine între Vama Veche și 2 Mai, care se adaugă incidentului de la Galați. Cu un conflict militar la graniță, este evident că mediul de securitate în care ne aflăm este unul sensibil, motiv pentru care ne vom menține un nivel ridicat de vigilență. Astfel de situații deosebit de grave sunt consecințele directe ale războiului de agresiune declanșat de Rusia împotriva Ucrainei. Ca stat membru NATO, cu ieșire la Marea Neagră, vom continua să cooperăm strâns cu aliații noștri și vom lua toate măsurile necesare pentru a proteja cetățenii și interesele naționale.

In NY for the UN SC emergency session requested by Romania held and in depth dialogue with the UN SecGen António Guterres @antonioguterres. We share a view on the security impact and perception of the Russian drone incident in Romania. We discussed the implications of such breaches of international law and of the UN Charter provisions regardless where they happen. I mentioned Romania’s conviction, commitment and action in support of the international rules based order that underpins peace and security. We exchanged on issues of concern regarding both Russia’s war of aggression against Ukraine and the situation in the Gulf area

For the first time, the United Nations Security Council is convening at Romania’s explicit request on an issue that directly concerns our country. I will present the flagrant violations of international law and the risks arising from these repeated actions by the Russian Federation. Romania seeks to draw the international community’s attention to the serious consequences of the repeated violations of Romanian and European airspace and to the need for increased diplomatic pressure to ensure respect for international law and the protection of regional security. Together with our partners at the United Nations, Romania continues to advocate for an immediate ceasefire and for a just and lasting peace in Ukraine. I will also hold meetings on the sidelines of the Security Council with UN Secretary-General António Guterres, UN General Assembly President Annalena Baerbock, and U.S. Ambassador to the UN Mike Waltz. photo © United Nations
