So if one country reduces its purchases of Russian oil, these reductions are likely to be compensated by other buyers. Russia might have to offer larger discounts. Maybe the trade chains will be extended, but the oil will get to the end users anyway. There is no way to block it. The United States can complicate Russian oil exports, but it cannot stop it.
