Actually, VII was heavily marketed around Rey, Finn and Kylo, with Han and Chewie being the big "legacy characters" returning. Luke and to an extent Leia were more teased than highlighted and I don't think the term "Skywalker Saga" came about until the promo for IX.
I believe this is the major reason why the sequel trilogy was so problematic: they sold us a Skywalker saga trilogy, which is very much Luke’s story, and that’s not what was delivered. VII and VIII are excellent Star Wars movies, but the bate&switch felt like a betrayal.

One time I will agree with Mark, they should've filmed a trio scene during the VII shoot for a later movie, and maybe, y'know, had a better overall plan.
Mark Hamill says he pushed for Luke, Leia, and Han to share one final scene together in the STAR WARS sequel trilogy. “I said, ‘It’ll only take 30 seconds.’” According to Hamill, J. J. Abrams replied: “Well, Mark, it’s not Luke’s story anymore.”

Mark suggested it and Rian agreed, there was no fight over it. Also, go back and show me any meaningful connection between Luke and 3PO in the original trilogy, he was paired with R2 mostly (which is reverently handled in TLJ: "Old friend...")

According to Hamill, he also had to fight to have Luke acknowledge C3-P0 in The Last Jedi. That was the only good part of that entire film.

Disney purchased George's story treatments for his sequel trilogy but decided not to use them. I think that was a mistake. They should’ve built off of what George’s vision was, to have that cohesion with 1 - 6. That "Story by George Lucas" credit on the films would've helped.
