In NY’s CDPAP (Medicaid-funded) program, disabled individuals are required to complete weekly timesheets for their caregivers. If we don’t, aides don’t get paid.
This is mandatory administrative work placed on disabled people with no compensation.
Now that PPL is administering the program, this raises concerns about unpaid labor tied to a federally funded service.
I’m directly affected and can provide more detail if needed.
I’m sharing this as someone directly affected. It may be worth investigating how widespread this is and whether participants are being unfairly burdened.
With PPL now managing key parts of the system, it raises questions about whether this structure is appropriate, compliant, or potentially exploitative.
Recently, administration has shifted to a company called PPL (Public Partnerships LLC), which now handles payroll and related processes for many participants.
Under CDPAP (Consumer Directed Personal Assistance Program), disabled individuals rely on caregivers (aides) for daily living support. This program is Medicaid-funded.
