Added all up, that’s $9.3 billion – nearly twice the City of San Diego’s annual budget! So how is this going to be funded? Entirely by new government debt.

On top of paying for the grid that we already have, the proposed City-run utility will need to separate the existing infrastructure and reintegrate to form an entirely separate distribution grid. The cost of this? $4.16 billion or more.
