The discussion focused on the full implementation of the Cooperation Agreement between SADC and INTERPOL. Prof. Theletsane reaffirmed SADCโ€™s commitment to using SARPCCO as the primary regional mechanism to prevent and suppress transnational organised crimes. The INTERPOL Secretary General Urquiza pledged stronger support through the INTERPOL Regional Bureau in Harare, Zimbabwe. They acknowledged that criminal networks grow more sophisticated across borders requiring stronger response to ensure peace, stability, and development across the SADC region.

The handover followed the inauguration of the Centreโ€™s headquarters in Katembe on 11 June 2026, where President Daniel Francisco Chapo of Mozambique officially inaugurated and handed over the facility to the SADC Executive Secretary. H.E. Magosi described the occasion as the start of a new operational phase for the Centre and stressed the importance of accountability, excellence and effective implementation of its mandate. He highlighted the Centreโ€™s strategic role in supporting the SADC Blue Economy agenda through enhanced regional coordination, information sharing and surveillance capacity. Dr. Ndara thanked the Government of Mozambique and SADC Member States, as well as cooperating partners, particularly the World Bank, which provided approximately US$1.8 million for the construction of the facility. The Government of Mozambique provided the land in Katembe, and construction began in April 2024. Established to strengthen fisheries monitoring, control and surveillance across the region, the MCSCC will support efforts to combat illegal, unreported and unregulated (IUU) fishing, protect marine resources, improve fisheries management, and enhance maritime security. The meetings were addressed by Ms. Angele Makombo N'Tumba, SADC Deputy Executive Secretary for Regional Integration, representing the SADC Executive Secretary, H.E. Mr. Elias M. Magosi. Ministers reviewed progress and advanced key initiatives aimed at deepening regional integration, strengthening industrialisation, promoting investment, enhancing intra-regional trade, and supporting regional value chains. The discussions reaffirmed SADC's commitment to building resilient economies and creating opportunities for sustainable economic growth and development across the region. The exchange convened representatives from the SADC, the Intergovernmental Authority on Development (IGAD), the East African Community (EAC), the International Conference on the Great Lakes Region (ICGLR), the United Nations Population Fund (UNFPA), the Joint United Nations Programme on HIV/AIDS (UNAIDS), and partner institutions. Delegates shared experiences and strengthened regional approaches to integrating SRHR into disaster risk management and humanitarian response. Opening the exchange, SHOC Director Anderson Banda emphasized the urgency of collective preparedness, noting that climate shocks, health emergencies, displacement, and other transboundary crises demand coordinated regional solutions. He reaffirmed SHOCโ€™s commitment to strengthening early warning systems, anticipatory action, and humanitarian coordination to ensure a united response across the #@SADC region. The event, co-organized by the United Nations Population Fund (UNFPA) and the Joint United Nations Programme on HIV/AIDS (UNAIDS), highlighted the growing complexity of multi-hazard emergencies across Africa, including climate-induced disasters, disease outbreaks, and displacement. Speaking at the opening ceremony, UNFPA Representative Julius Otim emphasized the importance of safeguarding sexual and reproductive health services during crises, stressing that integrating SRHR into preparedness and humanitarian response is essential to protecting dignity, saving lives, and building resilience. UNAIDS Representative Marrietta Wildt reinforced the need to maintain HIV services during emergencies, warning that crises must not reverse the gains made in the HIV response. She emphasized that continuity of treatment, protection of vulnerable populations, and inclusive humanitarian action are critical to strengthening community resilience. The ceremony marked a significant milestone in strengthening regional cooperation on fisheries governance, maritime security and sustainable development. The handover establishes the Centre as a regional facility under the direct coordination of the SADC Secretariat, strengthening collective efforts by Member States to combat illegal, unreported and unregulated (IUU) fishing, improve fisheries monitoring, control and surveillance systems and promote the sustainable use of marine and aquatic resources across the region. The inauguration aligns with the priorities of the SADC Regional Indicative Strategic Development Plan (RISDP) 2020-2030 and the SADC Protocol on Fisheries, which emphasise enhanced regional cooperation, improved governance of shared water resources and the protection of marine ecosystems for present and future generations. The establishment of the MCSCC reflects the collective commitment of SADC Member States to safeguard marine ecosystems, promote sustainable fisheries and combat Illegal, Unreported and Unregulated (IUU) fishing, which continues to pose a threat to food security, livelihoods and the blue economy of the region. As a regional institution, the MCSCC will serve as a coordination hub for cooperation among Member States in the monitoring, control and surveillance of fisheries and marine resources. Through enhanced information sharing, coordination of enforcement efforts and the application of modern surveillance technologies, the Centre will contribute to improved maritime domain awareness and support collective action against fisheries-related crimes. The hosting of the MCSCC in Mozambique underscores the countryโ€™s strategic role in advancing regional maritime cooperation and its steadfast commitment to sustainable ocean governance. The Government of Mozambique has worked closely with the SADC Secretariat and development partners to mobilise resources for the construction and operationalisation of this state-of-the-art facility. Inspector General Richard Luhanga was speaking on 9 June 2026 at the opening of the meeting of the Heads of Organs of the SARPCCO, comprising, among others, the Permanent Coordinating Sub-sub Committee (PCSC), Legal Sub-sub Committee, Training Sub-sub Committee, and Women Police Network Sub-sub Committee. He said the complex and evolving nature of the transnational organised crimes demands that the police be a step ahead of the criminal activities. He highlighted that no single country can confront transnational organised crime alone, urging Member States to collaborate. He said SADC citizens look to the police for safety and security as exploit every gap and every moment, adapting their methods as fast as the police adapt their own methods. Mr. Gerald Chiwanda, Chairperson of the Permanent Coordinating Sub-sub Committee, and Director of the Criminal Intelligence Department in the Malawi Police Service, Ms. Thanyani Gumede, Senior Officer for Police/SARPCCO at the SADC Secretariat called for collaboration to achieve a peaceful and secure region. During the meeting Mr. Sello Moerane, Head of INTERPOL Regional Bureau in Harare presented highlights of the achievements made in line with the Cooperation Agreement between SADC and Interpol aimed at preventing and suppressing ordinary law crimes in the SADC region and globally. The SADC Chiefs of Police will meet on 11-12 June 2026 at the Bingu International Convention Centre (BICC) in Lilongwe, Malawi.

Delivering remarks at the opening of the meeting on 8 June, 2026, Dr Mlowoka Noel Kaira, Deputy Inspector General-Operations of the Republic of Malawi, underscored the direct link between security and development. He stated that combating transnational organised crime is essential to safeguarding communities and advancing the SADC Vision 2050. Mr. Gerald Chiwanda, Director of the Central Intelligence Department of Malawi Police Service and Chairperson of the PCSC, Ms. Thanyani Gumede, Senior Officer Police at SARPCCO SADC Secretariat and Mr. Sello Moerane, Head of the INTERPOL Regional Bureau Harare, Zimbabwe, collectively agreed that by prioritising intelligence sharing and leveraging INTERPOLโ€™s global network, the region can better protect its citizens, disrupt criminal networks, and create conditions for sustainable growth and a secure and prosperous region. This commitment was strengthened during a meeting held in Johannesburg, South Africa, on 1โ€“2 June 2026. The initiative aims to address malnutrition in the region, where approximately 23 million children suffer from stunting and about 49 million experience child food poverty, according to UNICEF. Harmonised standards are intended to ensure that complementary foods are safe, nutritionally adequate, properly labelled, and supportive of breastfeeding. The proposed standards will also help prevent risks associated with poor product composition, misleading marketing and health claims, and inconsistent regulations across countries. They are being developed in line with guidance from the World Health Organization and the Codex Alimentarius Commission. The meeting was attended by representatives from SADC member states, the SADC Secretariat, UNICEF, the East, Central and Southern Africa Health Community, and experts in nutrition, standards development, and technical regulation. The Meeting was convened to provide legal oversight and strategic guidance on regional cooperation, governance, and the harmonisation of laws among SADC Member States. It also reviewed progress on key legal and institutional matters aimed at strengthening the regional integration agenda. The Committee considered a number of draft SADC legal instruments and deliberated on priority areas intended to accelerate the implementation of regional commitments and programmes for recommendation to the SADC Council of Ministers and Summit of Heads of State and Government. Honourable Mmamoloko Kubayi, Minister of Justice and Constitutional Development of the Republic of South Africa, in her capacity as Chairperson of the Committee of Ministers of Justice/Attorneys General, underscored the critical role of robust legal and institutional frameworks in advancing regional integration. She highlighted the importance of strengthening cooperation among Member States through the harmonisation of laws, effective implementation of SADC legal instruments, and the promotion of good governance, and the rule of law as fundamental pillars for sustainable regional development. The Host of the Meeting, Honourable Virginia Mabiza, Attorney General of the Republic of Zimbabwe, welcomed delegates and reaffirmed Zimbabweโ€™s commitment to regional cooperation and collective progress. She encouraged Member States to continue fostering collaboration and solidarity in addressing emerging legal and governance challenges facing the region, while strengthening institutions that support justice and sustainable development. His Excellency Mr. Elias Magosi, Executive Secretary of SADC, commended Member States for their continued commitment to the regional integration process through their active participation in the work of the Committee. He noted that the Committee plays a vital role in ensuring that SADC policies, programmes, and legal instruments are anchored on a sound, coherent and enduring legal foundation.
