At the 10th Dakar Forum on Peace and Security in Africa, I stressed the need for practical, sustainable solutions to Africa’s major challenges of stability, integration, and sovereignty. As ECOWAS Chairman, I proposed that Africa’s peace and security strategy be based on the Doctrine of Prevention Before Intervention. I thank President Faye, the Government, and the people of Senegal for their decade of commitment to this platform.

This morning at the International Vienna Climate and Energy Conference, I commended the ambition behind the Vienna Call to Action. As chair of ECOWAS, I highlighted West Africa's reforms, establishing itself as an integrated and investable economic zone. In Sierra Leone, we are actively investing across the entire energy value chain—from generation and transmission to last-mile connections and off-grid solutions—aiming decisively for 50 percent off-grid access by 2030, ensuring no community is left behind.

I presided over an Economic Management Meeting to assess the impact of the Gulf conflict on our economy. Rising global fuel prices, shipping costs, and supply chain disruptions pressure our markets and people's lives. We remain committed to cushioning these effects and protecting our economic progress.

Ensuring regional security must be a shared responsibility—one we are ready to finance, operationalize and defend resolutely. As Chairman of the @ecowas_cedeao Authority, I urged the United Nations, African Union, and other partners to collaborate closely with ECOWAS to intensify efforts against terrorism in our region.
