Given the amount and spread of cameras in the UK, why is more crime not solved directly by CCTV?
Most CCTV evidence recovered from systems is Circumstantial so is not good enough to convict a person on its own.
The only legally binding course to operate CCTV is the SIA (Security Industry Authority) CCTV (PSS) Operators course (Public Space Surveillance). That course is only required if the CCTV system has cameras that look into, or have the ability to look into public space.
There is no real handle on the exact number of cameras in the UK because not all need to be registered.
We are caught on CCTV hundreds of times a day, often unwittingly. CCTV is an overt surveillance tool and the use of covert cameras falls under even greater legal scrutiny.
DPIA has been made a legal requirement for all systems but is really nothing new. The first ever Information Commissioner, Elizabeth France advocated that businesses do Impact Assessments as a matter of course as a result of having CCTV.
Data Protection Act 2018 (DPA 18) and The General Data Protection Regulation (GDPR) reinforce the need for it.
The DPIA is crucial to the overall Data Protection footprint an organisation has. Its the basis for Principles 1-4 of DPA 18 and the GDPR.
