People who are exposed to sexual content as children are always, no matter what, victims of child abuse. Either someone directly exposed them to it, which is a type of CSA, or their caregivers put them in a dangerous situation where they could be exposed to it, which is neglect.
Attacking a child with a knife is abuse. Leaving a child alone in a room full of sharp knives, knowing they could get hurt, is also abuse. One is more widely recognized as abuse, but the other is not “less abusive.” Abuse is not quantifiable, it can’t be ranked. Abuse is abuse.
