Mr. Andile Ramaphosa and his team paid me a courtesy call this afternoon at Nakasero State Lodge. They presented proposals for collaboration with NAGRC and the Regional Service Centre Initiative at Namunkekera Farm aimed at strengthening the regulated breeding, harvesting and export of Ankole cattle genetics to the SADC region and beyond. They also shared a proposal to establish a B.O.T. laboratory to help address the challenge of counterfeit agro-inputs in the country. I welcome these ideas, I thank them for their initiative. The Government will study the proposals and support initiatives that advance Uganda’s socio-economic transformation.

Today, I engaged with officers undertaking a course at the Senior Command and Staff College, Kimaka, 52 of whom are students drawn from across the continent. We discussed strategic security, wealth creation, ICT, population growth and the dangers of sectarianism. I emphasized that Africa’s future lies in economic and political integration, guided by Patriotism and Pan-Africanism. We must build the capacity to defend our interests in all spheres while creating prosperity and opportunities for our people. I congratulate the students and wish them good luck.

This afternoon, I officially opened the Cabinet Induction Retreat at Kyankwanzi. I reminded the leaders that the historical role of the NRM and post-Independence African leadership is socio-economic transformation. We cannot continue to have people trapped in subsistence production. Our mission is to move every household into the money economy through commercial agriculture, manufacturing, services and ICT. Leaders must guide the people towards wealth creation, value addition and prosperity. We must build a middle class and a skilled working class. That is the benchmark by which leadership should be judged.

Today at State House Entebbe, I presided over the swearing-in of Hon. Justice Moses Kawumi Kazibwe as Deputy Chief Justice. I congratulate Justice Kawumi and commend the Judiciary, under the leadership of Chief Justice Flavian Zeija, for the progress being made in fighting corruption, promoting Alternative Dispute Resolution, and embracing digitisation. These reforms are important in ensuring that justice is delivered efficiently, fairly, and without unnecessary delays. When we came into government, corruption and excessive emphasis on technicalities were major weaknesses in the judicial system. I am therefore pleased to see continued efforts to strengthen substance, integrity, and accountability in the administration of justice. I wish Justice Kawumi success as he undertakes this important responsibility.

Fellow Ugandans, health is more important than wealth. I am encouraged that in the last five days, we have not registered any new Ebola infections and are instead recording recoveries. This shows that the measures we have put in place are working. However, we must remain vigilant. Avoid handshakes, maintain good hygiene, and follow the guidance of our health authorities. We defeated Ebola before, and with discipline and cooperation, we shall defeat it again.

Fellow Ugandans, on this Heroes Day, we remember the immense sacrifices made by our people in the struggle for freedom. The 9th of June 1981 was chosen to represent the hundreds of thousands who were killed, especially in the Luweero Triangle. After the war, we collected skulls from 32 communal graves as a reminder of the atrocities our people endured. When we went to the bush, Uganda was facing a profound crisis. The economy had collapsed, governance had broken down, insecurity was rampant, and for 18 years, Ugandans had been denied the opportunity to freely elect their leaders. Our objectives were therefore clear: restore democracy, guarantee security, expand and diversify the economy, and rebuild the country. I thank the civilian and armed veterans who joined us in this struggle and helped achieve these goals. I also salute the families of those heroes who are no longer with us. The challenge before us now is economic transformation and ensuring that every household joins the money economy.

This afternoon, I officiated at the groundbreaking ceremony for Kidepo International Airport in Karenga District. I reminded the wananchi that Karamoja has come a long way from the days of insecurity, cattle rustling and lawlessness. The restoration of peace has created the conditions for the Karamoja region to develop. The airport will improve access to Kidepo Valley National Park, boost tourism, attract investors, create jobs for our young people and expand markets for local products. Already, more than 1,600 Ugandans are employed on the project. I thank our partners from Sharjah in the United Arab Emirates for recognizing the immense opportunities that exist in Uganda and Africa.
