Off-line or not, a stationary or near-stationary car on any section of the track in this manner warrants a yellow.
Since the FOM decided to not show the correct images, here is what happened:
You can see the Yellow panel briefly flashing after T15, forcing Lando to lift before T16. Ocon "caused" it, but he was safely out of the racing line, so I don't really understand anything here
