Though not to blame for the fly tipping, of course, can @Edinburgh_CC still argue with the residents who warned them in advance that these hubs would simply become dumping grounds?

A vision many would like to see a reality.
However, @Edinburgh_CC needs to address the major deficiencies in its bin-hub programme for it to ever to succeed.
Who honestly wants to be walking past an endless stream of rotting bin-hubs and fly-tipping on a daily basis?

Simply the large chest of drawers @Edinburgh_CC has left in situ for , what's the now, THREE weeks? Also the discarded bag, which then became discarded clothes, now joined by a box of "tat" over the last week or two:
