The City of Portsmouth implemented its Stay & Pay pricing model in August, 2020. The price of the first 3 hours was unchanged, time limits were eliminated, and metered on-street rate increased from $2 to $5 per hour in high occupancy zones and $1.50 to $3 per hour in other areas

December 2020-The City of Santa Monica, decided to test the impact of free parking on economic activity downtown. Free parking was enabled at 6 parking structures and paid parking was maintained at 2 structures to see if parkers shift to take advantage.

There was insignificant change in YoY loss in transactions from Dec 10- 22. Between Dec 23-25, the 6 parking structures suffered a YoY loss in transactions of 64.94%, while the 2 structures observed a loss of 55.36%. The program did not encourage parkers to shift from paid.
