Education is the only profession I know of in which a large proportion of its workers ("child-centered" progressives) are opposed to doing the very thing they are supposed to do (actively passing on knowledge and skills). But there is a link between PP and achievement grade. High PP correlates with lower achievement grades. However high PP also correlates with lower prior attainment. I think prior attainment is the KEY contextual factor that Ofsted need to get a grip on.
