The Salt Lake Valley Coalition to End Homelessness reported at their June membership meeting a sharp rise in serious mental illness among Utah’s homeless population between 2024 and 2026 — especially those presenting in ERs or in crisis.
Nationally acclaimed journalist and author Sam Quinones, a Solutions Utah keynote conference speaker in 2025, recently described the fear and hopelessness gripping several Los Angeles neighborhoods dealing with homeless encampments:
Tents were vectors for human exploitation – rape, pimping, drug sales, etc. This was especially true in working-class neighborhoods: Koreatown, Mid-City, South-Central, Pico-Union, and Hollywood. The city’s attitude, however, was that case law prevented it from doing anything…
about the spreading encampments. The county death toll of street homeless people reached seven a day. Said one resident of East Hollywood:
‘I’d rather have MS13 here than that.’”
The Other Side Village is a community of 60 tiny homes with many amenities & new social enterprise concepts. The Other Side Inn — AirBnb concept — is progressing, as is the Other Side Foods — a Bodega Store & Farmers Market. Solutions Utah held our board meeting there recently.
We’re watching the work of the Homelessness Mitigation Task Force — under the direction of the Utah League of Cities & Towns — to produce recommendations of how much non-shelter cities in Utah will contribute to shelter mitigation funds and how much eligible cities will receive.
Recent appointments include 6 mayors from Ogden, South Salt Lake, Tooele, Bountiful, Orem and Springdale. SLC Mayor Mendenhall was selected as the state appointee.

Action, not words: Utah launched Project ARCH to help homeless individuals with repeated offenses transition out of cycles of jail and shelters. The program begins with 180 beds across 3 facilities and brings together courts, attorneys, prosecutors, and law enforcement.
Robert Marbut, architect of our national homeless policy, & Gloria Gong, thought leader from Harvard, spoke at the 2026 Solutions Utah Conference on homelessness, self-sufficiency, mental health, and supportive services. SLCPD Chief Brian Redd and State AG Derek Brown also spoke.

Utah saw a 1.6% drop in homelessness this year — the first decline in a decade — falling from 4,584 to 4,512. Gov. Spencer Cox credited legislative investment, local partnerships, and service providers. Chronic, sheltered, and unsheltered homelessness also declined.
The Utah Homeless Services Office says 1,021 “high utilizers” in Salt Lake City used $51M in emergency services, jails, and shelters. Half have been homeless 5 years, some as long as 17. The state is now exploring ways to shift services toward greater self-reliance.
🚨 Reminder: Tonight at 7 pm the Salt Lake City Council will hold an important public hearing on new homeless camping codes which will help those on our streets get more connected to healing services and provide needed public safety provisions for our neighborhoods.
