West Africa Integration and Investment Summit (WAIIS) Gains Momentum as Tony Elumelu Backs Landmark Regional Economic Agenda Abuja, Nigeria, Sunday, 14 June 2026 – The West Africa Integration and Investment Summit (WAIIS), an initiative of the Chairman of @ecowas_cedeao, the President of Sierra Leone, @julius_maadabio, has received a major boost following a high-level engagement in Abuja between President Julius Maada Bio, and leading African business leader and philanthropist, Tony Elumelu, who pledged his full support for the landmark regional initiative. The WAIIS, which is being convened under President Bio’s leadership from 16–18 November 2026, is positioned as a transformative platform to accelerate economic integration across West Africa by mobilizing governments, development partners, investors, and the private sector around a shared agenda for regional growth and prosperity. The Summit comes at a historic moment as ECOWAS marks fifty years since its establishment in 1975. President Bio has consistently emphasized the need for the region to renew its commitment to economic cooperation, regional integration, and shared prosperity by creating stronger regional markets and expanding opportunities for trade, investment, and industrial development. Convened under the theme, “Powering Regional Integration through Energy Trade, Strategic Minerals, Agribusiness and Digital Transformation,” WAIIS seeks to unlock investment opportunities and strengthen economic cooperation across West Africa by advancing four interconnected strategic pillars: energy trade and industrial growth, strategic minerals and natural resource development, agribusiness and food systems transformation, and digital transformation and connectivity. Together, these priority sectors are expected to drive regional competitiveness, accelerate industrialization, strengthen food security, expand access to energy, and position West Africa as a more integrated and attractive destination for investment. A key architect of the Summit framework and Special Envoy for the Summit, Dr. Kandeh K. Yumkella, highlighted the Summit’s ambition to move beyond dialogue by generating investment frameworks, analytical reports, and a pipeline of bankable regional projects capable of attracting significant public and private capital. According to Dr. Yumkella, WAIIS will serve as a platform for forging strategic partnerships, facilitating public-private collaboration, and identifying priority investments that can drive industrialization, food security, energy access, and digital connectivity across the ECOWAS region. Against this backdrop, Tony Elumelu’s endorsement represents a significant milestone for the Summit. As one of Africa’s most influential investors and a leading advocate for entrepreneurship and private sector-led development, his support sends a strong signal of confidence in the vision and potential of WAIIS. Mr. Elumelu praised President Bio’s leadership and the Summit’s focus on practical economic transformation through regional cooperation and investment. He further affirmed his readiness to support WAIIS financially and to actively mobilize leading African private sector titans to support the Summit and the follow-up activities in order to translate policy frameworks into real investments and economic impact. His commitment is expected to enhance the Summit’s visibility and credibility among investors, development finance institutions, and business leaders across Africa and beyond, while reinforcing the critical role of the private sector in advancing regional integration and sustainable economic growth. As preparations gather pace, WAIIS is emerging as one of the most ambitious regional investment platforms in West Africa, with the potential to align political leadership, private capital, and development priorities around a common vision for a more integrated, competitive, and prosperous region.

Sierra Leone’s President Julius Maada Bio Pays Tribute to General Abdulsalami Abubakar at Autobiography Launch and 84th Birthday Celebration Aso Rock Presidential Villa, Abuja, Nigeria, Saturday, 13 June 2026 – His Excellency President Dr. @julius_maadabio, President of the Republic of Sierra Leone and Chairman of the @ecowas_cedeao Authority of Heads of State and Government, joined distinguished African leaders in Abuja to celebrate the 84th birthday of former Nigerian Head of State, General Abdulsalami Abubakar, GCFR, and the launch of his autobiography. The event brought together eminent statesmen, diplomats, and regional leaders to honour one of Africa’s most respected champions of democracy, peace, and good governance. Delivering the keynote goodwill message as Guest of Honour, President Bio reflected on his own democratic transition in Sierra Leone and drew parallels with General Abdulsalami’s historic decision to return Nigeria to civilian rule. “Such courage requires a true statesman who places country above self-interest. Having also overseen a democratic transition and relinquished power to a democratically elected government, I understand the significance of such a decision. Within three months, I handed over power. I chose nation over personal ambition and democracy over self-interest,” President Bio stated. Speaking as both ECOWAS Chairman and a grateful Sierra Leonean, President Bio recalled Nigeria’s critical role in restoring peace and democracy in Sierra Leone through ECOMOG. “At one of the darkest moments in Sierra Leone’s history, ECOMOG, under Nigeria’s leadership, helped create the conditions for peace, stability, and democratic restoration. Sierra Leone remembers, Sierra Leone appreciates, and Sierra Leone is grateful,” he said. President Bio praised General Abdulsalami Abubakar as a distinguished statesman whose humility and service continue to inspire leaders across Africa. “Authority is temporary, but legacy is permanent,” he remarked, noting that the former Nigerian leader’s decision to facilitate a democratic transition twenty-seven years ago gave “Nigeria stability, West Africa hope, and Africa an enduring example of principled leadership.” On behalf of ECOWAS and the people of Sierra Leone, President Bio congratulated General Abdulsalami on his 84th birthday and wished him continued good health and wisdom. “ECOWAS salutes you, Africa honours you, and our continent is better because you served,” he concluded. The event also featured goodwill messages from former Nigerian Presidents Olusegun Obasanjo and Goodluck Jonathan, former South African President Thabo Mbeki, and Nigeria’s Vice President Kashim Shettima. Responding to the tributes, General Abdulsalami Abubakar thanked President Bio for serving as Guest of Honour and for delivering the keynote goodwill message. The celebration highlighted the enduring values of democratic leadership, peaceful transitions of power, and selfless service, principles that General Abdulsalami Abubakar continues to embody and champion across Africa. *For Media Enquiries:* *State House Media and Communications Unit* info@statehouse.gov.sl

President Bio's historic visit to Bunce Island, the first ever by a sitting President in four decades, demonstrates his administration's commitment to preserving national heritage, promoting tourism, and strengthening connections with descendants of the African diaspora worldwide.. Situated in the Sierra Leone River, Bunce Island remains one of West Africa’s most significant historical landmarks and a powerful symbol of the transatlantic slave trade. The island served as a major British slave trading post from the late seventeenth century and continues to stand as a place of remembrance, reflection, and resilience. During a guided tour of the historic site, the President received detailed briefings on the island’s role in the transatlantic slave trade and its enduring significance in global history. The President visited key remnants of the former slave fortress, including holding areas and defensive structures that bear witness to the experiences of thousands of Africans who passed through the island before being transported across the Atlantic. The tour also highlighted Bunce Island’s unique historical connections to descendants of enslaved Africans in North America, particularly communities in the United States whose ancestral roots trace back to Sierra Leone. These ties continue to provide important opportunities for cultural exchange, heritage preservation, and diaspora engagement. President Bio emphasized the importance of preserving such historic sites as part of the country’s broader development agenda, noting that they serve as powerful tools for education, historical reflection, and economic growth through tourism. During the visit, President Bio laid a wreath in honour of the thousands of enslaved Africans who passed through the island, paying tribute to their resilience and sacrifice while reaffirming Sierra Leone’s commitment to preserving this important chapter of world history. Continuing the tour, President Bio visited the newly developed Leicester Peak Viewpoint, one of the Government’s flagship tourism infrastructure projects. Accompanied by the Minister of Tourism and Cultural Affairs, Nabeela Tunis, the President toured the modern facility, which offers breathtaking panoramic views of Freetown and the Atlantic coastline. The facilities were developed under the Regional Emergency Solar Power Intervention (RESPITE) Project, supported by the World Bank. The President described the initiative as “the largest single addition to renewable energy generation capacity in Sierra Leone’s history” and affirmed that the Newton and Lungi Solar Power Projects represent another decisive step in the country’s journey towards energy security, economic transformation, and sustainable development. Describing the occasion as a defining moment in the nation’s development journey, President Bio said the commissioning reflects not only where Sierra Leone stands today but also where it is determined to go. The President expressed profound appreciation to the World Bank Group for its unwavering support, technical expertise, and partnership in bringing the RESPITE Project to fruition. “This ceremony is a statement of Sierra Leone’s ambition. It is a declaration that we are investing in our future. It is proof that when vision is matched by determination, partnership, and action, transformation becomes possible,” he stated. Drawing from his personal experiences travelling across the country, President Bio spoke of the realities faced by many Sierra Leoneans due to unreliable electricity supply. “These realities reinforce a simple truth: electricity is not a luxury; it is a necessity,” he said. The President acknowledged that energy poverty has constrained the full potential of Sierra Leone’s people and economy for far too long, forcing many communities to adapt to darkness, uncertainty, and inadequate infrastructure. “This is not the future we accept. Today, Sierra Leone sends a clear message: we are moving forward. We are building an energy future that is cleaner, more reliable, more resilient, and more inclusive,” he declared. He reiterated that the combined 40-megawatt solar power projects will strengthen the national grid, improve reliability, increase resilience, and expand access to electricity for hundreds of thousands of Sierra Leoneans. “These projects represent a major milestone in our broader effort to build a modern energy sector capable of supporting the aspirations of our people and the ambitions of our nation,” he said. The President further stressed that the projects are not only energy infrastructure investments but they are catalysts for national development. He said the projects would create jobs, strengthen healthcare and education services, and stimulate industrial growth. “The true value of these investments lies not only in the electricity they generate but in the opportunities they create. These are nation-building projects,” he emphasized. President Bio dedicated the achievement to every student who has studied in darkness, every healthcare worker who has served without reliable electricity, every entrepreneur who has persevered through repeated power outages, and every family that has patiently awaited improved electricity services. “We are building a future in which reliable electricity is not a privilege for a few, but a service available to all,” he affirmed. The President also extended an invitation to investors, development partners, international financial institutions, climate finance institutions, technology providers, and innovators around the world to partner with Sierra Leone in accelerating its energy transformation agenda. “Sierra Leone is open for investment. Sierra Leone is open for partnership,” he declared.

Speaking on the theme, “Africa in an Age of Disruption: Power, Agency and Strategic Choice,” President Bio reflected on Africa’s complex historical journey and the urgent need for the continent to move from dependency to strategic agency in shaping the future global order. Addressing scholars, students, members of the African diaspora, and distinguished guests at the prestigious University of Cambridge, President Bio described the current global moment as one defined by rapid technological change, climate pressures, geopolitical fragmentation, and democratic fragility. He warned that Africa’s greatest risk was not disruption itself, but “entering an age of disruption without strategic agency.” Drawing from Sierra Leone’s own history, the President recounted his experiences during the country’s civil conflict and transition from military rule to democratic governance in 1996. He emphasized that true leadership lies not in seizing power, but in submitting power to constitutional order. “As President of Sierra Leone and Chairman of ECOWAS, I can say with certainty that disruption is no longer theoretical for Africa,” President Bio stated, citing unconstitutional changes of government, violent extremism, economic shocks, disinformation, and climate insecurity as some of the major challenges confronting West Africa today. President Bio also highlighted Sierra Leone’s governance and development reforms since 2018, including the Free Quality Education Programme, expanded healthcare services, women’s empowerment initiatives, agricultural transformation through the Feed Salone Programme, and investments in youth employment, technology, and public sector reform. The President stressed that human capital development remains Africa’s most strategic long-term investment, adding that sustainable transformation requires both institutional strength and accountability from African leaders. On the future of Africa’s strategic positioning, President Bio identified three critical arenas that will shape the continent’s future: Technology and Digital Sovereignty, Economic Transformation, and Climate Change Resilience. He urged African nations to become creators and owners of technology rather than passive consumers, particularly in the field of Artificial Intelligence. “Africa must not only adapt to the future of Artificial Intelligence. Africa must help shape it,” he declared. President Bio further called for stronger partnerships between African institutions and global academic centres such as Cambridge, based on mutual respect and co-creation of knowledge rather than historical hierarchies. He challenged the African diaspora to contribute more actively to Africa’s transformation through investment, mentorship, innovation, and knowledge exchange. In his concluding remarks, the President used the symbolism of a communal African fire to illustrate the importance of intergenerational leadership, wisdom, and continuity. He urged Africa’s younger generation to courageously shape the future rather than merely inherit it. “History is already moving,” President Bio concluded. “The question is whether Africa will move as an Author or as an Observer.” *For media enquiries{* *State House Media and Communications Unit* info@statehouse.org,sl

Sierra Leone’s President Julius Maada Bio Delivers Historic Oxford Address on Democracy, Governance, and Africa’s Future @UniofOxford, Oxford, England, 18 May 2026 - President of the Republic of Sierra Leone and Chairman of the @ecowas_cedeao Authority of Heads of State and Government, His Excellency, Dr. @julius_maadabio, has delivered a powerful and reflective lecture at the prestigious Oxford Postgraduate Distinguished Lecture Series, urging African leaders, institutions, and citizens to defend constitutional democracy amid growing coups and electoral uncertainty in West Africa. Speaking at the University of Oxford on Monday, 18 May 2026, President Bio addressed postgraduate students, faculty members, diplomats, and academics on the theme: “Defending Constitutional Democracy in an Era of Growing Coups and Electoral Uncertainty in West Africa.” In a deeply introspective and statesmanlike address, President Bio acknowledged the growing pressures facing democratic systems across West Africa, citing military coups, declining institutional trust, economic hardship, insecurity, and political instability as major threats to constitutional governance. “Across our region, constitutional democracy is under pressure,” the President stated, noting that since 2020, West Africa has witnessed successive military coups in Mali, Guinea, Burkina Faso, Niger, and Guinea-Bissau. Drawing from his dual experience as both President of Sierra Leone and Chairman of ECOWAS, President Bio emphasized that the greatest threat to democracy is not only military intervention, but also the gradual erosion of public trust in democratic institutions. “The greatest threat to constitutional democracy in West Africa is not only the soldier who suspends the Constitution,” he declared. “It is also the slow erosion of public trust that makes citizens begin to doubt whether constitutional systems can still protect them, represent them, and improve their lives.” The Sierra Leonean leader stressed that democratic erosion often begins subtly through weakened accountability, tolerated excesses, and the normalization of constitutional compromises, warning that such conditions create opportunities for unconstitutional actors to exploit public frustration. President Bio also reflected candidly on Sierra Leone’s democratic journey and his own political evolution. He acknowledged his past role in military leadership before overseeing Sierra Leone’s transition to civilian rule in 1996, describing the experience as a defining lesson in the superiority of constitutional legitimacy over force. “I first came to power through military rule,” he told the audience. “Twenty-two years later, I returned to leadership not through force, but through the ballot box. I learned that the hardest act of leadership is not taking power. It is limiting it.” The President reaffirmed Sierra Leone’s commitment to constitutional order, noting that despite political tensions and disputed elections, democratic grievances in the country have continued to be addressed through legal and constitutional channels rather than violence. Highlighting ongoing reforms, President Bio pointed to Sierra Leone’s Tripartite Steering Committee and broader electoral reform efforts aimed at strengthening public confidence in democratic institutions. As Chairman of ECOWAS, President Bio reiterated his opposition to unconstitutional changes of government while also cautioning elected governments against weakening democratic systems from within. “Military coups are wrong,” he said. “But if constitutional governments fail to govern responsibly, the potential for unconstitutional intervention increases.” The President called on regional institutions to deepen preventive diplomacy, strengthen governance benchmarks, and confront democratic backsliding with the same urgency used to address military coups.
