@azaria_danae points out that British and francophone scholars characterise acquiescence as a 'presumption' but do not explain what is a presumption in IL.
@azaria_danae argues that acquiescence, as a presumption rule, has probability normative justifications behind it, which also explain why acquiescence by @StateSilence is an exception in IL.
